The Master of Law (S-2) Program of the Faculty of Law, Universitas Dirgantara Marsekal Suryadarma (UNSURYA), held a community service activity (Pengabdian Kepada Masyarakat/PKM) at PT. Ardhya Bumi Persada, Halim Perdanakusuma Airport, East Jakarta, on Friday, April 11, 2025, from 09.00 to 11.15 WIB.

The initiative focused on the legal dissemination of aviation safety and security laws.

The session was officially opened by Brigadier General (Ret.) Dr. Sudarto, S.H., M.H., M.Kn., Vice Dean of the Faculty of Law UNSURYA, who delivered remarks on behalf of the Dean, Air Vice Marshal (Ret.) Dr. Sujono, S.H., M.H., C.Fr.A.

In his message, the Dean extended his deepest appreciation to the leadership of PT. Ardhya Bumi Persada for enabling the faculty to realize one of the core missions of higher education—community engagement.

The activity aimed to enhance understanding of crucial legal issues surrounding aviation safety and security. The General Manager of PT. Ardhya Bumi Persada, Mr. Kris Suharyanto, warmly welcomed the initiative, expressing optimism that the event would enrich employee awareness of aviation law, particularly in matters concerning safety and security.

The UNSURYA Faculty of Law delegation consisted of Dr. Bambang Widarto, S.H., M.H. (Head of the Master of Law Program and keynote speaker), Dr. Rizky Pratama Karo Karo, S.H., M.H. (Program Secretary), Dr. Supri Abu, S.H., M.H. (Pilot and Aviation Law Lecturer), legal staff Slamet Riyanto, S.H., Suwito, S.H., M.H., and postgraduate student Satya Wira Wicaksono.

During his presentation, Dr. Bambang Widarto elaborated on the mission of the International Civil Aviation Organization (ICAO), established in 1944, to foster the safe, secure, and sustainable growth of international civil aviation.

He discussed ICAO’s regulatory frameworks, which encompass safety, security, efficiency, and environmental sustainability.

He also presented a comprehensive overview of key international conventions related to aviation security, including the Tokyo Convention (1963), Hague Convention (1970), Montreal Convention (1971), Airport Protocol (1991), and Beijing Protocol and Convention (2010). These frameworks were further contextualized through analysis of actual aviation case studies.

Furthermore, Dr. Bambang reviewed the Civil Aviation Safety Regulations (CASR), emphasizing their role in maintaining safety standards, preventing aviation incidents, safeguarding the environment, and enhancing operational efficiency.

He concluded by addressing the most recent developments in Indonesian aviation law, particularly the Ministry of Transportation Regulation Number 9 of 2024 concerning national aviation security.

Dr. Supri Abu added depth to the dialogue by highlighting the critical need for legal literacy amid rapid technological advancements in aviation and the ever-evolving tactics used in aviation-related crimes. He stressed that law and policy must stay proactive and adaptive to these shifts.

An engaging discussion session followed the presentations. Participants shared personal experiences, including cases involving Dangerous Goods (DG) violations, and emphasized the importance of robust inter-agency cooperation in aviation law enforcement.

The session concluded with a group photo, symbolizing the collaborative spirit of the event. PT. Ardhya Bumi Persada expressed its strong support for continuing such meaningful initiatives and suggested future sessions explore even more specialized topics related to the aviation sector.
