HIPMI Congress Venue Dispute Raises Questions Over Organizational Neutrality and Governance

Indonesia’s Young Entrepreneurs Association (HIPMI) is entering a critical phase ahead of its 18th National Congress (Munas XVIII), as an escalating dispute over the event venue begins to test the organization’s internal cohesion and democratic credibility.

What initially appeared to be a routine leadership contest for the chairmanship of HIPMI’s Central Executive Board (BPP HIPMI) has now evolved into a broader debate involving neutrality, organizational governance, and institutional legitimacy.

Three chairman candidates — Reynaldo Bryan, Afie Kalla, and Anthony Leong — have formally urged the organizing committee to relocate the congress from Lampung to what they describe as a politically neutral region, including Jakarta or East Java.

The demand emerged after Instagram account @Bocoraluspengusaha published a digital investigation on May 14, 2026, circulating a video that allegedly showed Lampung Governor Rahmat Mirzani Djausal and Lampung Regional House Speaker Ahmad Giri openly expressing support for candidate Ade Jona Prasetyo.

The footage quickly spread across HIPMI regional networks and triggered widespread discussion among members nationwide.

“When local authorities are publicly associated with one candidate, questions about neutrality become unavoidable,” a source familiar with internal discussions told IndonesiaBrief.com on Friday (May 15, 2026).

According to the source, the concern among many regional members is not merely political preference, but whether the congress environment can still provide equal comfort and confidence for all competing candidates.

Internal Governance Concerns Begin to Surface

The situation intensified after Reynaldo Bryan’s national campaign team submitted an official objection letter numbered 003/TIMNAS/REY/V/26 to the congress committee.

The document claims that the decision to appoint Lampung as the congress venue may conflict with HIPMI’s internal constitutional procedures.

Two key points are being highlighted.

First, the alleged violation of Article 12 Paragraph 3 of HIPMI’s Articles of Association and Bylaws (AD/ART), which requires the congress venue to be approved through a plenary council meeting at least six months before the event takes place.

Second, the alleged violation of Organizational Guideline (PO) 11, based on claims that the decision was not formally discussed through an official RBPH/RBPL executive meeting mechanism.

For many senior figures inside HIPMI, the issue now extends beyond ordinary political competition.

“Once organizational regulations become part of the controversy, the discussion shifts from politics to institutional legitimacy,” a senior HIPMI member said during an internal discussion monitored by IndonesiaBrief.com.

HIPMI has historically played a strategic role within Indonesia’s business ecosystem, producing influential entrepreneurs, policymakers, ministers, and political figures.

Because of that position, observers believe the handling of the current dispute could shape how the organization is perceived by both its members and the wider business community.

Concerns Over Unequal Conditions During the Congress

Beyond procedural concerns, several campaign teams have reportedly expressed worries about operational fairness should the congress continue in Lampung.

Discussions inside the organization have touched on issues ranging from accommodation access and meeting spaces to logistical coordination and participant mobility during the congress period.

Inside internal conversations, a phrase has started circulating among members: “political homelessness.”

The term reflects fears that certain candidates or teams could face unequal access to facilities or operational support during the event.

“Delegates should focus on the congress itself, not on whether they can move and organize comfortably,” one participant said during an internal communication forum monitored by IndonesiaBrief.com.

At this stage, there is no official evidence indicating direct logistical interference.

However, within modern organizations, perceptions of imbalance can significantly affect trust, even before any formal violation is proven.

And in the digital era, such perceptions tend to spread rapidly across networks and communities.

Organizing Committee Faces Increasing Pressure

Attention is now centered on the congress Steering Committee (SC), chaired by Tri Febrianto Damu, and the Organizing Committee (OC), led by Arif Satria Kurniagung.

Both are under growing pressure to respond to the concerns before the controversy escalates further.

Through deputy campaign chairman Vico Septiandy Taufik, Reynaldo Bryan’s camp formally requested that the committee respond to the objection letter within 2×24 hours after receipt.

The ultimatum has since become one of the most discussed issues inside HIPMI regional chapters.

Some members are calling for compromise measures to preserve organizational unity, while others believe relocating the congress may be the most effective way to restore confidence in the process.

“What matters most right now is not only who wins the election,” another internal source told IndonesiaBrief.com.

“It’s whether HIPMI can maintain trust among its members after the congress is over.”

A Defining Moment for HIPMI’s Institutional Credibility

As of Friday evening, organizers had not issued an official decision regarding the proposal to relocate the congress venue.

Still, internal tensions continue to rise.

For many members and observers, Munas XVIII has become more than a leadership transition event.

It is increasingly being viewed as a test of institutional maturity, organizational governance, and HIPMI’s ability to maintain democratic credibility amid political pressure and public scrutiny.

In large organizations, legitimacy is not shaped only by election results.

It is also shaped by whether the process is perceived as fair, inclusive, and trustworthy.

And for HIPMI, the coming days may determine not only who leads the organization next, but also how strongly members continue to believe in the institution itself.
