A wave of pride and emotion swept through the campus of the Institute of Public Administration (IPDN) today as 1,305 new thinkers in the field of governmental science officially graduated during the Open Senate Session for the 2024/2025 Academic Year.

More than a ceremonial event, the moment was a testament to Indonesia’s continued investment in developing top-tier brainpower to strengthen its national administrative system.

The highlight of the day was the presence of Minister of Home Affairs, Tito Karnavian, who delivered a powerful message. He underscored that IPDN is not merely an educational institution, but a “factory of professional civil servants”—individuals who form the backbone of effective and efficient governance across Indonesia.

“IPDN is where professional civil servants are born—those who can implement governance that is both effective and efficient. They will be the key to surviving in an increasingly complex world,” Tito declared to a thunderous applause.

He also stressed the importance of balancing theoretical understanding with policy implementation. Quoting Joseph Mayone Stycos, he remarked:

“If theory without policy is for academics, then policy without theory is for gamblers.”

Tito noted that theory without execution remains mere discourse, while policymaking without a scientific basis becomes a risky gamble.

IPDN: A Cradle of Thinkers, Not Just Degrees

IPDN Rector Dr. Halilul Khairi, M.Si, reported the composition of graduates as follows:

Bachelor of Applied Governmental Science: 1,110 graduates

Master of Applied Governmental Science: 81 graduates

Doctor of Governmental Science: 56 graduates

Professional Program in Public Administration (Kepamongprajaan): 58 graduates

Among the most celebrated achievements was the Kartika Astha Brata Award, presented to Suwandi from Southeast Sulawesi, alongside the Kartika Sapta Abdi Praja Awards, received by ten outstanding cadets, including:

-Denesha Putri Patricia Naseer (Jakarta)

-Ya Hanna Erviana (Central Java)

-Ni Luh Gede Gita Putri Prita Sari (Bali)

-Muhammad Irfan Kurniawan (East Java)

-Kadek Agus Yuda Permana (Bali)

-I Gede Bayu Adi Prabawa (Bali)

-M. Sultthan Muna Akbarsyah (Aceh)

-Stevan Sandro Tua Sagala (West Java)

-Raiden A.N. Fuy (East Nusa Tenggara)

Outstanding Graduates: From East to West, Future Bureaucratic Stars Emerge

From higher academic tiers, several names have gone viral for their exceptional academic performance:

-Dr. Jufrirahman, M.Si – Regional Secretary of South Sulawesi, GPA: 3.869

-Rihkal Jauhri Salendra, S.STP., M.Tr.IP – Sangihe District Government, GPA: 3.962

-Tinla Tina Saprinawati, S.Sos., M.Si., AKp – Garut Regency, GPA: 3.89

It didn’t take long before IPDN’s graduation ceremony dominated social media. Many expressed hopes that the graduates would embody not only academic excellence but also integrity and dedication in their service to the nation.

Rector Halilul concluded the ceremony with an optimistic message:

“May the graduates apply their knowledge to the fullest. May they bring value to the nation and uphold the dignity of their alma mater.”
